The waist is on the smaller side and the kilt itself has a good bit of length so please take your measurements carefully. However, the back has an elastic band so this helps those little girls making the transition out of toddlerhood. Although the tag says 2 years, I should think a little girl age 3 would fair well in this kilt. The straps can easily be altered to fit your child to the appropriate length.
